SUBAI PROGRESS UPDATE – Punjab

March 15th 2018 saw a Project Steering Committee (PSC) meeting in Lahore. The PSC meeting is Chaired by the Honourable Speaker Rana Muhammad Iqbal Khan and the PSC Membership includes cross-Party Members of the Provincial Assembly including Honourable Ayesha Javed (PML-N), Honourable Sardar Vickas Mokal (PML-Q), Honourable Muhammad Sibtain Khan PTI, Honourable Shehryar Malik PML-N and Mr Rai Mumtaz Hussain Babar Senior Secretary. This ensure that both the Political and Secretariat leadership can jointly deliberate on the work of the SUBAI Project in the Punjab Provincial Assembly.

The purpose of the Project Steering Committee is to oversee the overall direction of the EU support at the Provincial Assembly level and to assist in the management of the project implementation.

The specific functions and responsibilities of the PSC include:

  • To provide guidance to the project in order to ensure alignment with the strategic direction and reform programmes of the beneficiaries;
  • To review and provide feedback on the progress and specific deliverables of the project in Punjab;
  • To review and provide feedback on the planning of activities in Punjab;
  • To facilitate the activities of the project and the cooperation of all stakeholders in the implementation;
  • To provide guidance as to how bottlenecks and challenges in implementation of the project in Punjab activities can be addressed.

The PSC meeting – which was also one year to the day since the formal Launch of the SUBAI project was a useful meeting insofar as the Honourable Speaker and all Members of the Steering Committee reaffirmed in the presence of Ms Elisa Tesselli European Union Delegation First Secretary, that the Assembly was very satisfied with the work of the SUBAI Project team. In Lahore SUBAI is represented by Nadia Batool Punjab Key Expert and Asfa Khan Provincial Lead Coordinator.

The PSC meeting also saw the formal handover from the EU to the Honourable Speaker of the first ever Punjab Performance Report 2013-2017 which the Punjab Assembly Secretariat devised assisted by inputs from the SUBAI Young Parliamentary Associates (YPAs).

Another reason for celebration was the passage the day before by the Punjab Provincial Assembly passed of “The Punjab Anand Karaj Act” which SUBAI has been helped provide technical assistance and support since 2017 and was introduced as a Private Member Bill in the Assembly on October 24, 2017 by the only Sikh Member of the Provincial Assembly Honourable Ramesh Singh Arora. The Act helps Sikh couples to register their marriages and dissolutions at the Union Council (UC) level. This is a historic moment for the people of Punjab but for the country as there is now global recognition that this is the first of its kind legislation in the whole world.
